After Reviewing The RO/SRO Written Examination Administered Thursday, February 5, 2004, at the Kewaunee Nuclear Power Plant, the facility has identified one question that requires action. Due to an oversight, we did not identify the inadequacy of the question prior to exam administration. For this reason, along with the supporting documentation, we request the following:

A LOCA has occurred. Post-LOCA containment hydrogen concentration is 7%.
What method is available to address hydrogen control in the containment?
- a. dilute the containment atmosphere.
- b. place the Hydrogen Recombiner in service.
- c. vent containment through the Shield Building Ventilation System.
- d. spray containment using the containment spray pumps.
Recommendations:
Option 1 --
Delete this question, as there are no correct answers per BKG E-I.
Since there is no cueing with respect to elapsed time, the stem of this question leads the candidate to believe that a LOCA is in progress. In this case, the first time the operator will address containment hydrogen is step 23 of E-1, LOSS OF REACTOR OR SECONDARY COOLANT. Once the hydrogen concentration is determined to be greater than 6% IN DRY AIR the operator is directed to Consult with Emergency Director for additional recovery actions. GO TO Step
- 24. As the operator refers to BKG E-1 LOSS OF REACTOR OR SECONDARY COOLANT, there is guidance that states If the concentration is greater than 6.0 volume percent in dry air, the operator is instructed to consult with the Emergency Director. No other operator action is appropriate at this point pending evaluation by the Emergency Director and plant engineering staff.
Based on this given information the operator would wait on the decision of the Emergency Director. This answer is not a choice therefore there is no correct answer.
Option 2 --
Accept both a and b as they are both options provided in N-RBV-18C.
Assuming that the Emergency Director and plant engineering staff direct the use of N-RBV-18C POST-LOCA Hydrogen Control, there are two plausible choices based on conditions given in the stem. Referring to section 2.0 of N-RBV-18C step 2.3, Ij hydrogen concentration in Containment is 20.5% by volume, place the Hydrogen Recombiner in service, OR dilute Containment atmosphere.
Based on this information accept a and b as correct answers.
