SUMMARY
OF MARCH 3, 2004, MEETING WITH FPL ENERGY REGARDING STRETCH POWER UPRATE REQUEST FOR SEABROOK STATION, UNIT NO. 1 (TAC NO. MC1739)
Background
On March 3, 2004, the U.S. Nuclear Regulatory Commission (NRC) staff met with FPL Energy (FPLE) representatives at the NRC Headquarters in Rockville, Maryland, at FPLEs request.
The objective of the meeting was to discuss FPLEs planned request for a stretch power uprate (SPU) license amendment for Seabrook Station, Unit No. 1 (Seabrook). The meeting was classified as a Category 1 meeting. The meeting announcement and agenda are listed in the Agencywide Documents Access and Management System (ADAMS) under accession number ML040280013. The meeting presentation is in ADAMS under accession number ML040630431. The list of attendees is attached.
Discussion FPLE plans to submit a license amendment request which will justify increasing the rated thermal power of Seabrook from the current licensed level of 3411 megawatts thermal (MWt) to 3587 MWt. This proposed SPU would result in an approximate 5-percent thermal power increase from the current licensed level. FPLE reported that they plan to submit the SPU application in March of 2004. FPLE requested the NRC staff review be completed within approximately nine months of their submittal.
The NRC staff noted that a number of major modifications were being performed, and that a discussion needs to occur within the staff to determine if this uprate is a stretch power uprate or an extended power uprate. It was discussed that the Review Standard For Extended Power Uprates (RS-001) will be used as a guide for this power uprate request.
The following additional areas were discussed between the staff and FPLEs representatives:
Testing: The use of an integrated test plan to confirm that the plant is operating as expected following the completion of the SPU work was discussed. The use of DRAFT Standard Review Plan 14.2.1, Generic Guidelines for Extended Power Uprate Testing Programs, to manage post-SPU testing, temporary test instrumentation to confirm specific component performance, and baseline testing were also addressed.
Spent Fuel Pool: Heat load and criticality calculations of post-SPU fuel bundles were discussed.
Miscellaneous: The following additional items were briefly discussed:
1.
The change to residual heat removal system cooldown times.
2.
The effects of over-pressure during postulated accidents.
3.
Refuel water storage tank usage impact.
4.
Meeting current General Design, Licensing and Design Bases criteria.
5.
Main steam line pressure and vibration measurements post SPU.
6.
Setpoint methodology analytical and operational limits.
7.
New Hampshire Site Evaluation Committee determination.
Comments from members of the public Two members of the public attended the meeting. They had no comments or questions.
Conclusion The NRC staff did not make any regulatory decisions during the meeting.
