Discuss Potential Degradation of High Pressure Injection Pumps Due to Debris in Emergency Sump Fluid Post Accident The Panel discussed an upcoming supplement to Licensee Event Report 2003-002 that the licensee is preparing to address potential degradation of high pressure injection pumps due to debris in emergency sump fluid post accident.

NEW ACTION ITEM - D. Passehl took action to add to the Restart Checklist the licensees Technical Specification Amendment Request to relocate the high pressure injection and low pressure injection subsystems flow balance testing requirement in Technical Specification 4.5.2.h to the Updated Safety Analysis Report Technical Requirements Manual.

4. Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas discussed plant status and inspector insights and emergent issues.

NEW ACTION ITEM - S. Thomas took action to review worker fatigue issues at the site during the current inspection period.

NEW ACTION ITEM - S. Thomas took action to determine whether the shift manager is qualified to fulfill the shift engineer position in an emergency and whether there is an adverse impact on the licensees emergency procedure Implemention.

5. Discuss Action Items The Panel discussed the list of action items and their status.

Item 97 - Bulletins 2002-01 and 2002-02 Response and Acceptance Open. NRR indicated that response and acceptance of the bulletins is a compilation effort rather than specific review of licensee responses.

Panel determined that to close out need acknowledgment letter that the bulletin responses have been received. The expected date of the bulletin responses is June 30.

Item 136 - NRR Acceptance of NOP Criteria and Method Open. Meeting held in HQ the week of June 9. R. Barrett et. al.

discussed that the licensee has no basis that the nozzles are not cracked. May need a TS Amendment. The next step is to engage the licensee.

Item 156 - Read Generic Safety Issue-191, "Assessment of Debris Accumulation on PWR Sump Pump Performance Open. K. Coyne requested to review the emergency sump modification against the Bulletin 2003-01.

NEW ACTION ITEM - C. Lipa, J. Strasma, T. Mendiola, and V. Mityling took action to develop a communication plan with restart Qs and As.

Item 187 - Arrange for Fire Protection Inspection to Evaluate the Licensees Safe Shutdown Design Calculations in the Context of Electrical and Thermo-hydraulic Design to Support Closure of Restart Checklist Item 5.b, Systems Readiness for Restart Closed. Inspection is Scheduled for the weeks of July 7 and 14 with B. Daly and a contractor.
