SUBJECT:
LICENSE RENEWAL SAFETY EVALUATION REPORT FOR THE R.E. GINNA NUCLEAR POWER PLANT
Dear Dr. Mecredy:
By letter dated July 30, 2002, Rochester Gas and Electric Corporation (RG&E) submitted, for the Nuclear Regulatory Commissions (NRCs) review, an application pursuant to 10 CFR Part 54, to renew the operating license for the R.E. Ginna Nuclear Power Plant (Ginna) for an additional 20 years. The NRC determined that the License Renewal Application (LRA) was complete and acceptable for docketing on August 19, 2002. Since that time, the NRC staff has reviewed the Ginna LRA, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs, developed an initial safety evaluation report (SER) with open items dated October 9, 2003, and reviewed RG&E's response to the open items, as documented in letters to the NRC dated December 9, 2003, December 19, 2003, and January 19, 2004. On the basis of this review, the staff has developed the enclosed SER to document its finding associated with the safety review of the LRA and supporting documentation for the R.E. Ginna Nuclear Power Plant.
