Dear Mr. Venable:
By letters dated April 22, 2002, and April 10 and December 18, 2003, Entergy Operations, Inc.
(the licensee) submitted information pertaining to its 2002 SG tube inspection at Waterford 3.
The Nuclear Regulatory Commission has completed its review of inspection report and related submittals, and concludes that the licensee has provided the information required by its technical specifications and that no additional follow-up is required at this time. The staffs review of the report is attached.

WATERFORD STEAM ELECTRIC STATION, UNIT 3 EVALUATION OF 2002 STEAM GENERATOR TUBE INSPECTION REPORTS By letters dated April 22, 2002, and April 10 and December 18, 2003, Entergy Operations, Inc.
(the licensee) submitted information pertaining to their 2002 steam generator (SG) tube inspection at Waterford Steam Electric Station, Unit 3 (Waterford 3).
Waterford 3 has two Combustion Engineering Model 3410 SGs containing 9,350 tubes each and are designated as SG31 and SG32. These SGs have mill annealed Inconel 600 tubes.
The tube support plates are carbon steel and include full egg crates, partial egg crates, and batwings. The scope and results of the licensees inspection are described in the reports referenced above.
Based on its review of the information provided by the licensee, the Nuclear Regulatory Commission staff concludes that the information was sufficient and that no additional follow-up is required at this time. However, the staff has the following observation:
Industry experience has indicated that cracks may develop at locations where wear has been observed. As a result, rotating probe examinations performed in prior outages to identify the nature of an indication may not be indicative of the current nature of all forms of degradation that may be occurring at a specific location. It is important to know the forms of degradation affecting a tube in assessing its integrity (including sizing the degradation). If cracking can occur in wear scars at Waterford 3, rotating probe examinations may be necessary each outage to confirm that wear is the only degradation mechanism at the location of the indication.
