OF THE OCTOBER 30, 2003, MEETING WITH CAROLINA POWER & LIGHT COMPANY TO DISCUSS REQUEST FOR FULL IMPLEMENTATION OF ALTERNATE SOURCE TERM AT H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (TAC NO. MB5105)

On October 30, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a meeting at the NRC Headquarters in Rockville, Maryland, with Carolina Power & Light Company (the licensee). The purpose of this meeting was to discuss the licensees request for full implementation of Alternate Source Term at H. B. Robinson Steam Electric Plant, Unit No. 2 (HBRSEP2). The licensee and the NRC staff discussed technical details of the licensees analysis of the Loss-of-Coolant Accident (LOCA) and Steam Generator Tube Rupture (SGTR) event at HBRSEP2. After some discussion, it was concluded that there were some differences between the NRC staffs and licensees assumptions for evaluating the LOCA event. These differences in assumptions explained the reason why the NRC staffs and licensees calculated radiological consequences for LOCA were different.

During the discussion of the SGTR event analysis, it became clear that there were inconsistencies between the licensees description of the analytical approach and the actual input used for the analysis. Based on these discussions, the licensee agreed to revise its LOCA analysis and to revise the discussion of the SGTR analysis to make it consistent with the actual analysis input. In addition, the NRC staff indicated that there were two other issues that needed additional internal discussion before communicating with the licensee. These two issues are related to the acceptance criteria for the waste gas decay tank failure analysis and steam generator isolation time assumed in the SGTR analysis. The list of attendees is attached. There were no handouts for the meeting.
