Docket No.50-390 Tennessee Valley Authority WATTS BAR NUCLEAR PLANT (WBN) UNIT 1 -
PROPOSED LICENSE AMENDMENT REQUEST CHANGE NO. WBN-TS-03 UPDATED FINAL SAFETY ANALYSIS REPORT (UFSAR) FAILURES MODES AND EFFECTS ANALYSIS (FEMA) -
USE OF OPERATOR ACTION -
SUPPLEMENT TO THE RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION (TAC NO. MB 8102)
The purpose of this letter is to supplement TVA's response dated December 4, 2003, to NRC's request for additional information concerning the subject proposed license amendment request.
Enclosed are the pertinent excerpts, specifically Appendix C, "Flow Resulting From CCS and ERCW Line Breaks," from the maximum containment water level calculation which was requested in a teleconference call with the WBN NRC Project Manager on January 12, 2004.
In addition, TVA noted a discrepancy in one of the statements in-the December 4, 2003, letter.
On Page E-6, the last line in response to Question 6 stated "These valves are located near 0-ISV-32-1013 and also have chain operators."
It has been noted that valves 0-ISV-32-1012 and 0-ISV-32-1014 do not have chain operators.
However, TVA does not take credit for those valves in the formal evaluation as stated in that paragraph.
TVA does take credit in closing valve 0-ISV-32-1013, which does have a chain operator and is also being added in the scope of the Maintenance Rule Program.
TVA also takes credit for stopping the nonsafety-related air compressors by removing the associated breakers if the valve did not function properly.
The other two subject valves are near by and only provide Operations with
U.S. Nuclear Regulatory Commission Page 2 FES 1 2 2004 another option, if needed.
Those valves are 21 feet off the floor and would require a ladder to reach.
Valve 0-ISV-32-1013, and the breakers are credited in the emergency operating procedures.
Valves 0-ISV-32-1012 and 0-ISV-32-1014 are not included in those procedures.
The words "...and also have chain operators." in the last sentence to Question 6, should be deleted.
This discrepancy does not affect any actions that are credited to isolate containment.
There are no commitments identified in this letter.
If you have any questions, please contact me at (423) 365-1824.
I declare under penalty of perjury that the foregoing is true and correct.
Executed on the 12th day of February, 2004.
Sincerely, P. L. Pace Manager, Site Licensing and Industry Affairs Enclosure
