r EEI 98-14-07 Failure to Implement and Maintain in Effect Provisions of the NRC Approved Fire Protection Program 12/4/1998 4/22/03-This item was not inspected along with the other open items that were inspected by Paul Fillion during the recent open items inspection coincident with the STL TFP.
However, some of the inspection that was performed for the other items can be used in the review of this item. Paul will work on this item as time allows. 5/30 Paul was removed from the WB Inspection and has been tasked to work on this item during the June and July (6/2-7/11) 6/18 Paul has requested information from the licensee, but the licensee has suggested that the EGM precludes additional review of this
-issue. A call to Mark Salley by Charlie Payne confirms that we should hold off on this Item until after the Sept guidance is promulgated.. Paul will call the licensee and brief them on this delay.. Paul will review the previously requested information-if the licensee sends it.

Harris URI 99-13-03 Adequacy of Hemyc/MT Cable Wrap Fire Barrier Qualification 2/,':3/2000 This issue involves the adequacy of a fire barrier material installed by the licensee. It Is currently the subject of a special initiative by NRR/RES. No special assistance from NRR is required at this time. 04/15103 Per the March 4, 2003 Status of Reactor Fire Protection Projects - February 2003 status report, NRR has transferred this Issue to Research.for tracking. NRR estimates that the results from this testing program will be available in Mid 2004.

Potential for Loss of Auxiliary Feedwater Flow for a Fire in Fire Areas 2 and 14 Bob Schin and Norm Merriweather have been tasked to inspect all the McGuire open items in the April time frame.
This issue involves the potential for fire to induce maloperation of the turbine driven auxiliary feedwater pump suction valve. As such, any necessary support from NRR should be covered by the ongoing NRC/NEI work regarding associated circuits. No special assistance from NRR is required at this time. 4/22/03 Bob Schin concluded that this was inappropriately characterized as an associated circuit.
He has conducted additional followup inspection of this item sufficient to allow processing of this issue through the SDP and completion of an inspection report writeup. Due to his participation in the CR SSDPC inspection and the Hatch FP inspection, this item will not be completed until the end of August. 6/18/03 Bob has started reviewing this issue. He will put this item through the SDP along with -02 and -03 due to the overlap in issues. He.plans to do most of the work in the August timeframe. If the need arises, a visit back to McGuire may be warranted to verify details in the areas. Because -02 is related to an associated circuit, promulgation of the results may be delayed until after the circuit analysis moratorium is lifted in September. Nevertheless, Bob will work this with his best understanding of the approach to use on associated circuits. He will attempt to complete his review for closure or subsequent phase III by 8/31/03. 8126/03 Bob was tasked to go on the first week of the BNP SSDPC inspection In August and this distracted from his ability to work on this item. In addition In late aug we got word back on the Harris Issue and he Is now working on that.

McGuire URI 00-09-02 Potential for Pressurizer PORV Actuations 12/15/2000 Bob Schin and Norm Merriweather have been tasked to inspect all the McGuire open items in the April time frame.
This issue involves the potential for fire to induce maloperation of a pressurizer PORV. As such, any necessary support from NRR should be covered by the ongoing NRC/NEI work regarding associated circuits. No special assistance from NRR Is required at this time. 4/22/03 Bob Schin completed additional review of this item and confirmed that it was appropriately characterized as an associated circuits Issue. As such it is captured by the NRC's moratorium on inspection which is currently scheduled to be lifted in October 03. Given other work that is ongoing, this issue will probably not be completed until late CY 03. (Bob did gather info to support processing of this issue once the NRC begins inspectionlprocessing of associated circuits.) 6/18/03 Bob has started reviewing this Issue. He will put this item through the SDP along with -01 and -03 due to the overlap in issues.

Summer URI 01-09-01 Decision of When to 11/28/2001 4118/03-Charlie Payne will complete the work remaining 6/9/2003 Enter Fire Emergency on this Issue after he develops the SDP sheets for the Procedure FEP-4.0 Surry fire protection Inspection. The work on this Summer open item will consist of reviewing the draft inspection report that has been generated, and ensuring that the Issue Is properly captured. The Surry SDP sheets should be completed by May 9,2003. Allowing 30 days for review and modification of the draft report this Item should be completed by June 9.
Oconee URI 02-03-01 Failure to Meet 3/20/2002 04/15/03 Charlie Payne will start work on this issue following TBD Licensee Basis his completion of the work on the Summer item above. Work Commitment for will probably not commence prior to mid-June. 6/18/03 No Staffing the SSF work has started on this item. It will be reviewed following completion of the Summer item. 717/03 Wait indicated that a key part of resolution of this Issue will be tied to another Oconee Item he Is working on the pressurizer heaters. He said that both Items Involve challenges to the code safety valves. Walt needs to get up with HQ and decide what frequency they should use for failure of the relief valves If challenged.

Work will probably not commence prior to mid-June. 6/18/03 No work has started on this item yet. Bob Schin has reviewed this Issue and his schedule and believes that he can start working on this in Oct 03.
11/03 It URI 02-05-01 Failure to Protect One Train of Safe Shutdown Equipment from Fire Damage 8/23/2002 4/15/03-Since his assistance is not required for the McGuire open items, Norm Merriweather has been assigned responsibility for this open item. Currently he is scoping the effort needed and will determine an estimated completion date. 4/22/03 Norm has discussed this issue with the licensee. They are reviewing this issue and expect to have a feasibility analysis completed by the end of July. However, Norm is reviewing the information we have on this item already to see if there is sufficient information for us to proceed with this item using the latest guidance on manual actions contained in the inspection procedure. 4/29/03 Norm is working with the licensee to establish 9/7/03 for a followup week onsite conducting followup inspection. Bob Schin will accompany him. 6/18/03 Norm has set the week of 9/7103 for he and Bob to travel to CR to complete additional onsite review of this Issue. Norm has done some preliminary reviews of the SOP associated with these issues.

4/15/03-On 11/06/03 a letter was Issued to the licensee downgrading this issue to green based on the risk reduction achieved by the licensee through the modifications that they had accomplished as revealed during a 95002 inspection.
This issue was also reinspected as part of the TFP inspection conducted in 12/02. The licensee's corrective actions were found to be inadequate. This was captured in several of the Harris 02-1 1-XX URls. In addition NRR assistance is required to address the adequacy of several steps in the licensee's mitigation strategy. He will provide a copy to Walt so that Walt can discuss this item with HO/contractors during his site visit to Harris.
