On November 18, 2003, the NRC staff and representatives from the Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas (PEC), held a conference call to clarify PECs response to Confirmatory Items 3.1.2.4.5.5-1 and 4.6.4-1, and PECs Commitment No. 31, as described in the Safety Evaluation Report (SER) with Open Items for H. B. Robinson, Unit 2, dated August 25, 2003. A follow-up conference call was held on November 25, 2003.
Enclosures 1 and 2 contain a written summary of the conference calls held on November 18, and November 25, 2003, respectively. The combined list of meeting participants is provided in.
A draft of this conference call was provided to the applicant to allow them the opportunity to comment prior to it being issued.

SUMMARY
OF CONFERENCE CALL BETWEEN NRC AND CAROLINA POWER & LIGHT COMPANY NOVEMBER 18, 2003 Confirmatory Item 3.1.2.4.5.5-1 The staff requested clarification as to whether the aging management review (AMR) for stress corrosion cracking (SCC) of the incore flux thimble tubes was given as AMR Item No. 33 in Table 3.1-1 of the license renewal application (LRA). In addition, the staff requested clarification as to whether the AMR for AMR Item No. 16 in Table 3.1-2 of the LRA is for the management of SCC of the nickel-based alloy incore flux thimbles. The applicant agreed to provide a revised response to Confirmatory Item 3.1.2.4.5.5-1. The staff also requested clarification as to whether the design of the incore flux thimble guide tubes and incore flux thimbles used at H. B.
Robinson Nuclear Station, Unit 2, is different from the designs at most other Westinghouse-designed pressurized water reactors (PWRs) in the United States. The applicant agreed to include this information in the revised response to Confirmatory Item 3.1.2.4.5.5-1.
Confirmatory Item 4.6.4-1 The participants discussed the status of Confirmatory Item 4.6.4-1 (Aging of Boraflex). The applicant confirmed that a license amendment for the removal of boraflex panels from the spent fuel pool was pending approval at the NRC. The applicant also confirmed its intention to submit a Time-Limited Aging Analysis (TLAA) for the aging of boraflex in the spent fuel pool, should the pending license amendment be denied by the NRC.
Commitment 31 The staff requested clarification of Commitment 31, Nickel-Alloy Nozzles and Penetrations Program, regarding the intent of the phrase unless impracticable. The applicant agreed to consider an alternative phrase for this commitment.
SUMMARY
OF CONFERENCE CALL BETWEEN NRC AND CAROLINA POWER & LIGHT COMPANY NOVEMBER 25, 2003 Confirmatory Item 3.1.2.4.5.5-1 The applicant explained that AMR Item No. 33 in Table 3.1-1 of the LRA evaluates cracking due to SCC for the guide tube, which is made from Type 304 stainless steel. The applicant stated that for the guide tube, an inspection based program (PWR Vessel Internals Program) will be used in conjunction with the Water Chemistry Program to manage cracking due to SCC. The applicant also explained that AMR Item No. 16 in Table 3.1-2 of the LRA evaluates cracking due to SCC for the retractable incore flux thimble tubes, which are fabricated from nickel-based alloy (Alloy 600). The applicant also clarified that the design of the incore flux thimble guide tubes and the incore flux thimbles is different from the designs at most other Westinghouse-designed PWRs in the United States. The applicant agreed to revise its response to Confirmatory Item 3.1.2.4.5.5-1.
