CORRECTION OF LICENSE AND TECHNICAL SPECIFICATIONS FOR MILLSTONE POWER STATION, UNIT NO. 3 (TAC NO. MC1763)

Dear Mr. Christian:

The purpose of this letter is to provide you with the results of the U.S. Nuclear Regulatory Commission (NRC) staff review of the license and technical specifications for the subject plant.

The NRC is conducting a comparison of its license authority files to the licensees records to ensure errors in licenses and technical specifications are identified and corrected. I have completed the comparison of the NRCs license authority file and your records to determine whether corrections were necessary. The differences found were administrative in nature. The enclosures provide the differences found during this comparison review. I discussed the corrections (Enclosure 1) that are necessary with Mohamed A. Elmaghrabi of your staff on January 27, 2004.

If you would like a copy of any of the amendments referenced in Enclosure 1, please give me a call.

While reviewing the license and technical specifications, it was discovered through a cursory look at the Bases pages that several pages were different than the copy in our authority file. contains a listing of the Bases pages differences found during this review.

DIFFERENCES IN LICENSE AND TECHNICAL SPECIFICATIONS FOUND DURING NRC REVIEW The review by the NRC staff comparing a copy of the license and Technical Specifications (TSs) provided by you as a copy of Controlled Copy No. 20 through change number 222, issued to: Master, with the NRC Authority File provided the following issues.

Millstone 3 copy - M3 NRC Authority File - AF 1.

Index page xv M3 - There are two (2) copies of this page. One is through Amendment 214 and the other is through Amendment 192.

AF - Only Amendment 214 2.

The following M3 pages have missing change bars.

TS page 3/4 7-21 M3 - Change bar in wrong location from Amendment 206, dated July 24, 2002.

TS pages 3/4 8-23 thru 8-37 M3 - Pages are deleted AF - Pages are included Licensee letter dated July 24, 1990, had requested the deletion of pages 3/4 8-24 through 3/4 8-37 because previous text was moved forward and pages which were left intentionally blank were being removed. Amendment 64, dated March 9, 1992 moved TS 3.8.4.2.1 from page 3/4 8-28 to 3/4 8-21, TS 3.8.4.2.2 from page 3/4 8-32 to 3/4 8-22, and TS 3.8.4.3 from page 3/4 8-37 to 3/4 8-23; however it did not discuss the removal of pages 3/4 8-24 through 3/4 8-37 or indicate in the insert/remove page to remove them. Page 3/4 8-23 was subsequently removed by Amendment 121, dated November 29, 1995.

A letter under separate cover will be issued to show the removal of pages 3/4 8-23 through 3/4 8-37.

TS page 6-19a M3 - Page should reflect Amendment 188, dated November 28, 2000, on the bottom of the page. The text is correct.

Bases page B3/4 7-7a M3 - LBDCR 3-2-02, March 14, 2002 AF - Amendment 151 dated October 2, 1997 5.

Bases pages B3/4 7-23, 23a, 24, and 25 On February 20, 2002 Amendment 203 was issued. This amendment made changes to Bases page B3/4 7-23 and added page B3/4 7-23a. Subsequently Bases page changes were made in NRC letter dated June 3, 2002. However the June 3, 2002 changes did not reflect the changes previously made in Amendment 203. The M3 copy shows the Amendment 203 changes, but the NRC AF does not.

We believe the reason for this is that the M3 copy reflects Amendment 203 which moved text from page B3/4 7-23a to B3/4 7-24 and B3/4 7-25. Presently the AF has page B3/4 7-25 which has some text that is already on page B3/4 7-24. It is not clear which is correct.

Bases page B3/4 8-1c and 1d M3 - LBDCR 3-2-03, 10/9/03 AF - Amendment 210 7.

Bases pages 3/4 9-8 and 9-9 On February 20, 2002 Amendment 203 was issued. This amendment made changes to Bases page B 3/4 9-8 and B 3/4 9-9. When the staff issued Bases changes in a letter dated June 3, 2002 the changes from Amendment 203 were not included. M3 did not delete the changes on their pages. It is not clear which is correct.
