SUMMARY

OF JANUARY 13, 2004, MEETING WITH ENERGY NORTHWEST ON THE SHUTDOWN COOLING ISOLATION REPORTABILITY On January 13, 2004, representatives of Energy Northwest met with the NRC staff to discuss recent shutdown cooling isolation reportability issues for the Columbia Generating Station.

Energy Northwest began the meeting by providing background information of the two shutdown cooling isolation events that occurred during the Spring 2003 refueling outage. A detailed explanation of the actions and the conservative nature of those actions followed. Energy Northwest proposed that the events were not reportable based on a number of factors:



the Technical Specifications allowed the system to be shut down for two of every eight hours,



the situations covered under 10 CFR 50.73, which would be reported, were not a result of the isolations, and



the system could be manually restored if needed.

The staff discussed the interpretation that was made from NUREG-1022, "Event Reporting Guidelines 10 CFR 50.72 and 50.73." Energy Northwest presented additional information in the form of a consultants letter. The staff accepted the letter and agreed to review the licensees explanation of the basis for retracting the event notification. The meeting concluded with the staff expressing their appreciation for the presentation.
