PUBLIC MEETING TO DISCUSS THE PRAIRIE ISLAND AND MONTICELLO 2003 NRC INITIAL OPERATOR LICENSE EXAMINATION HIGH FAILURE RATES AND TRAINING PROGRAM CONCERNS
Dear Mr. Palmisano:
This refers to the public meeting held on January 28, 2004, in Lisle, Illinois, to discuss the Nuclear Management Companys (NMC) operator license applicant high failure rate for the 2003 NRC Initial Operator Licensing examinations at the Prairie Island and Monticello Nuclear Power Plants. At this meeting, Mr. Joel Sorensen and other NMC managers presented root cause and corrective action information concerning the high failure rate as well as material weaknesses identified in the Initial Operator License Training program at both Prairie Island and Monticello Nuclear Plants. This meeting served to facilitate NRC understanding of the issues leading up to the operator license examinations and your planned corrective actions to preclude recurrence associated with poor applicant performances on the NRC operator license examinations.
The handouts provided at the meeting by the NMC staff and a listing of principal NRC and NMC attendees are enclosed as Enclosures 1 and 2 to this letter.
In accordance with 10 CFR 2.790 of the NRCs Rule of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRCs document system (ADAMS).
