In the letter dated December 19, 2003, and identified by serial number PERAS03-127, Progress Energy Carolinas, Inc. and Progress Energy Florida, Inc. made application for license amendments in accordance with the provisions of 10 CFR 50.90, "Application for Amendment of License or Construction Permit." Progress Energy Carolinas, Inc. and Progress Energy Florida, Inc. submitted the subject request for amendments to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2, the H. B. Robinson Steam Electric Plant (HBRSEP), Unit 2, and the Crystal River Nuclear Generating Plant (CR3), Unit

3. The request should have been made using the licensee names of Carolina Power & Light Company doing business as Progress Energy Carolinas, Inc. (PEC), and Florida Power Corporation doing business as Progress Energy Florida, Inc. (PEF). Please accept this amendment to letter PERAS03-127 and use the licensee names as corrected here. Any use of the acronyms PEC and PEF in the subject submittal and this letter should be read as the licensee as described in this paragraph "doing business as" PEC or PEF, respectively.

The proposed license amendments would change the TS requirements that limit mode changes per the Limiting Conditions for Operation as described in TS Section 3.0.4 and Surveillance Requirements (SR) 3.0.4. The change is consistent with NRC approved Industry Technical Specification Task Force (TSTF) Standard TS Change Traveler, TSTF-359, "Increase Flexibility in MODE Restraints."
