Subject:

NRC Bulletin 2003-04 Response The NRC provided guidance in Reference 2 for submitting one-time data to the Nuclear Materials Management and Safeguard System (NMMSS) for rebaselining of the data in the NMMSS. This guidance was supplemented by NMMSS stating that "If a licensee reports material balance/inventory information to the NMMSS contractor, the licensee may send a letter to the NRC referencing their most recent submittal -and indicating that that submittal should be considered their response to the Bulletin request." Detroit Edison confirmed this guidance with the NRC Staff by telephone on December 22, 2003.

Detroit Edison submits material balance/inventory information to the NMMSS contractor on a regular basis for the Fermi 2 plant under Reporting Identification Symbol (RIS) - XHM. As prescribed in NUREG/BR-0007, "Instructions for the Preparation and Distribution of Material Status Reports," these submittals consist of

USNRC NRC-03-0103 Page 2 of 3 Department of Energy/U.S. Nuclear Regulatory Commission (DOE/NRC) Forms 742 and 742c. Detroit Edison also submits DOE/NRC Form 741 as prescribed in NUREGJBR-0006, "Instructions for Completing Nuclear Material Transaction Reports." These forms are submitted by encrypted email rather than by diskette as agreed to by the contractor.

Our most recent submittal, for the period ending March 31, 2003, was made on April 28, 2003, and was supplemented by revised forms DOE/NRC 742 and 741 on November 26, 2003. These submittals should be considered our response to the Bulletin request (Reference 2).
