Nine Mile Point Unit 1 Docket No. 50-220 License No. DPR-63 Special Report, Channel #11 Containment Hydrogen Monitoring System Inoperable for Scheduled Preventive Maintenance Gentlemen:

In accordance with Action Statement 4.a of Nine Mile Point Unit 1 Technical Specification Table 3.6.11-2, "Accident Monitoring Instrumentation Action Statements," Nine Mile Point Nuclear Station, LLC (NMPNS) is submitting the following Special Report concerning the inoperability of the Channel #11 Containment Hydrogen Monitoring System.

Descriptionof Event On December 8, 2003, at approximately 0404 hours0.00468 days <br />0.112 hours <br />6.679894e-4 weeks <br />1.53722e-4 months <br />, operators declared the Channel #11 Containment Hydrogen Monitoring System inoperable for scheduled preventive maintenance involving valves in the sample stream. The work includes replacing isolation valve actuator rubber goods, replacing certain solenoid operated valves, and calibrating pressure control valves associated with the isolation valves.

The redundant Channel #12 Containment Hydrogen Monitoring System was verified to be in service prior to removing Channel #11 from service.

Cause of Event The Channel #11 Containment Hydrogen Monitoring System was declared inoperable in order to perform scheduled preventive maintenance.
