ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION This is to inform the Commission that a White Significance Determination Process (SDP) finding will be issued on or around December 31, 2003, to Nuclear Management Company, LLC as a result of inspections at the Palisades Plant. This White finding, an issue with low to moderate safety significance, involved the failure to verify the location of underground cables prior to installing a signpost in the plant parking lot. The metal signpost cut and shorted together several conductors in a cable, generating a fault signal to the breakers supplying offsite power to the plant, causing a loss of offsite power and a resultant loss of shutdown cooling during the sites recent planned refueling outage. No violations of regulatory requirements were identified.
It should be noted that the licensee has not been specifically informed of the regulatory action.
