By letter from you to the NRC dated October 6, 2003 (ADAMS Accession No. ML032820448),

FirstEnergy Nuclear Operating Company submitted for review its licensing basis for not assuming the passive failure of service water system manual valve SW-82 following a postulated loss-of-coolant accident (LOCA) at the Davis-Besse Nuclear Power Station, Unit 1 (Davis-Besse). Manual butterfly valve SW-82 is the emergency core cooling system (ECCS) pump room cooler combined service water outlet header valve. During an NRC inspection, a question was raised regarding whether or not separation of the valve disc from the valve stem, with the valve disc subsequently blocking flow from the ECCS pump room coolers, was credible and required to be assumed as part of the passive failure analysis. The issue was documented as Unresolved Item No. 2002-014-05 in NRC Inspection Report 50-346/02-14, dated February 26, 2003 (ADAMS Accession No. ML030630291).

Based upon the detailed licensing basis and regulatory information provided in your letter dated October 6, 2003, the NRC staff concludes that SW-82 is not required to be analyzed with respect to a passive failure, e.g., stem-to-disc separation. Therefore, the NRC staff concludes that a passive failure of manual valve SW-82 following a LOCA is not required to be assumed under the Davis-Besse licensing basis.
