SUMMARY
OF MEETING ON APRIL 4, 2003, TO DISCUSS THE RESULTS OF THE REACTOR VESSEL INCORE MONITORING INSTRUMENTATION NOZZLES REACTOR COOLANT LEAKAGE SIMULATION TESTS On April 4, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with FirstEnergy Nuclear Operating Company (the licensee), representatives at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, MD. The meeting was also video-conferenced with NRC staff at Region III. The purpose of the meeting was to discuss the results of the reactor vessel incore monitoring instrumentation (IMI) nozzles reactor coolant leakage simulation tests. The meeting was a Category 1 public meeting with an audioconference bridge available for those unable to attend in person. The licensees presentation slides are available on the NRC Web site for the meeting. Enclosure 1 is a list of attendees.
The licensee presented background information on the reactor vessel incore monitoring instrumentation nozzles, and discussed the reactor vessel inspection results where boron and rust trails were observed on the sides and bottom of the reactor vessel. The licensee then presented information concerning simulation tests of IMI nozzle leakage conducted at Framatome-ANP test facility in Lynchburg, VA.
The licensee stated that they intend to perform visual inspections of the IMI nozzles with reactor coolant pressure at 250 psig and after a seven day hold period at Mode 3 operating pressure.
The licensee discussed their plans to install a online leak monitoring system (FLUS) to detect under vessel leakage in the future. The licensee also stated that they intend to perform a mid-cycle inspection of the IMI nozzles.
The NRC staff asked questions concerning reporting requirements, correlation of leak rates to crack sizes, and radiological dose estimates for performing chemical swipes. The meeting adjourned with the staff stating that they would continue to follow the licensees plans and inspections of the IMI nozzles.
