Grand Gulf, MB8939, Additional RAI As the result of the the NRC review of the Supplemental Information you sent via e-mail on 10-16-03, on the above application for license amendment, the NRC staff has additioonal draft RAI as follows:

From Marie Pohida-SPSB-B to Bhalchandra Vaidva-PM. Grand Gulf. Dated 10-28-03:

Bhalchandra, In summary, I have reviewed Grand Gulf's response. Clearly, there are several alarms that would alert the operator to a loss of reactor coolant inventory when RCS level is greater than 22 feet 8 inches above the flange and the transfer canal gates are removed. However, these alarms do not have to be operable during this plant condition, and the licensee did not propose any Technical Specifications to ensure that they would be operable. Therefore, the risk question has not been answered. Thus, I have an additional RAI

1. Currently, the licensee has an automatic Isolation path of reactor coolant losses through the downcomer that is required to be operable during shutdown.

Now, the licensee proposes to remove this capability for operational flexibility. Based on the licensee's response to our RAls, the licensee requests to rely on manual operator actions with level instrumentation that is not required to be operable. Therefore, the removal of the Automatic isolation of RHR on Low level when the cavity is flooded and the transfer canal gates are removed represents an increase in shutdown risk that is potentially risk significant.

To ensure that the risk of removing the automatic Isolation is acceptable, the staff needs to ensure that the likelihood that the operator fails to take appropriate action following a draindown event Is minimized. Therefore, the licensee needs to document what fuel pool system alarms and reactor vessel level alarms will be operable during the condition when: (1) RCS level is greater than 22 feet 8 inches above the flange and (2) when the transfer canal gates are removed.
