Dear Sir or Madam:
Generic Letter (GL) 2003-01, "Control Room Habitability," (Reference 1) requested that licensees provide certain information within 180 days or provide a written response within 60 days that described alternative courses of action. Southern California Edison (SCE) provided a 60-day response to GL 2003-01 on August 5, 2003 (Reference 2).
Reference 2 provided a schedule for revising the Technical Specifications (TSs) to provide a surveillance requirement that provides an acceptable method for measuring control room inleakage (e.g., ASTM-E741). SCE committed to submit a license amendment request by December 9, 2003, which is within 180 days from issuance of GL 2003-01.
SCE has been following the review and approval process of Technical Specification Task Force (TSTF) 448. TSTF 448 provides a standard TS for control room habitability and control room inleakage testing. In order to be consistent with the final form of the standard TS, SCE is revising our commitment to submit the revised TSs. SCE will submit a proposed TS change within 90 days following approval of TSTF 448.
