Questions on Rev. 18 of the NMP1 UFSAR Lynn:
Following are questions I have reviewing Rev. 18 of the Nine Mile Point Unit 1 UFSAR. Please call me when you are ready to discuss them by phone. Do not let these interfere with your Thanksgiving and Christmas season. We will discuss them only when you are ready.
Section VIII Pages VIII-34, VIII References are changed from the Technical Specifications (TS) to the Offsite Dose Calculation Manual. Was this change as a result of Amendment No. 176 (9/11/02, TAC MB2442)?
Section IX Page IX Regarding plant procedure to actuate the automatic depressurization system, the old text said at or before the time the water level reaches the TAF [top of active fuel]. The revised text says at or before the time the water level reaches the minimum steam cooling RPV [reactor pressure vessel] water level (MSCRWL). Is this a design change? If so, please confirm that it was done under 10 CFR 50.59.
Section X Page 10A The long paragraph on fire detector testing is new. What prompted this paragraph to be added?
Page 10A-53, 10A-82, 10B-115 - These paragraphs regarding total-flooding high-pressure carbon dioxide system were deleted. Reason?
Pages 10A-63, Several entries in the fire loading assumptions table were changed. What led to such changes?
Table 1.2.2 (starting on page 10A-85) - New deviations were added. Why were these deviations not identified earlier? Did they occur as a result of recent design changes?
Table 3.1.1-1 (starting on page 10A-105) - This table, entitled Fire Hazard/Fire Loading, appear to have entries that are very different from those before. Please explain what happened.
Appendix 10B, Sections 5.7.2, 5.7.3, and 5.10.5 - These were added as new sections.

Section XII Pages XII-1, XII-10, - References to the Technical Specifications alone are changed to both Technical Specifications and Offsite Dose Calculation Manual. Were these changes as a
result of Amendment No. 176 (9/11/02, TAC MB2442)?
Section XIII Page XIII By separate correspondence, the licensee requested the NRC to drop the position Senior Constellation Officer Responsible for Nine Mile Point from the NRC mailing list, yet the licensee added information on this position on this page. Please explain.
Section XIV Page XIV A new section, Startup Report, is added. This prescribes conditions under which a startup report would be submitted to the NRC. It looks like this is the result of Amendment No. 181, dated 4/23/03 (TAC MB2441). Please confirm or dispute.
Section XV Page XV-61 and XV-61a - A new Section 5.2.7, Reactor Building Emergency Ventilation System Charcoal Filter Efficiency, is added. The text references amendments dated in the early 1970s. Is there any reason why the information had been absent from the UFSAR for so long?
