SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - FINAL ACCIDENT SEQUENCE PRECURSOR ANALYSIS OF SEPTEMBER 2000 OPERATIONAL EVENT

Dear Mr. Scarola:

The Nuclear Regulatory Commission (NRC) staff conducted a preliminary Accident Sequence Precursor (ASP) analysis of an operational event that occurred at the Shearon Harris Nuclear Power Plant, Unit 1 in September 2000. This condition was documented in Licensee Event Report (LER) 400/2000-007-02, event date September 4, 2000. You did not provide comments on the preliminary ASP analysis. However, on April 22, 2003, during a telephone conversation, you informed the NRC staff that further analysis by the pump vendor determined that the pump was operable during the period in question. With the new information provided on the pump operability, the final ASP program position is to reject the operating condition as a potential precursor because the change in core damage probability is less than 10-6.
