Generic Letter (GL) 96-03, "Relocation of the Pressure Temperature Limit Curves and Low Temperature Overpressure Protection System Limits," describes the process for relocation of these limits from the Technical Specifications (TS) to a Pressure Temperature Limits Report (PTLR). The relocation of the pressure temperature limits curves and low temperature overpressure protection system limits is allowed provided these limits are determined using NRC approved methodologies, the applicable methodologies are referenced in the TS, and revisions or supplements to the PTLR are provided to the NRC.

In reference 1, NRC approved relocation of these limits for Point Beach Nuclear Plant (PBNP) Units 1 and 2. The safety evaluation stated that the current calculated limits contain fluence values that are only valid until October 30, 2003 for Unit 1 and October 1, 2008 for Unit 2. This was based on 25.59 effective full power years (EFPY) of operation for Unit 1 and 30.51 EFPY for Unit 2. These expiration dates were determined by converting the remaining EFPYs to calendar years.

Based on actual reactor operation history since the issuance of the safety evaluation contained in Reference 1, NMC staff recently recalculated the remaining EFPYs for Unit 1. This was consistent with PBNP TS 5.6.5, which requires that the analytical methods used shall be those previously reviewed and approved by the NRC, specifically those described in NRC Letters dated 6590 Nuclear Road

Document Control Desk Page 2 October 6, 2000 and July 23, 2001. The new calculation demonstrates that the fluence values associated with 25.59 EFPY will not be reached on the Unit 1 reactor vessel until February 2004.

As discussed during a conference call between NMC and NRC staff on October 29, 2003, this letter is intended to inform NRC staff of the revised expiration date. NMC plans to issue new Pressure/Temperature (P/T) curves prior to Unit 1 reaching 25.59 EFPY (as documented in reference 2). These new P/T curves, which will extend the fluence limits, are not dependent on the new methodology submitted to NRC staff in reference 2. The new P/T curves were developed using the currently approved methodology referenced in PBNP TS 5.6.5.b and satisfy the requirement of PBNP TS 5.6.5.c.

This letter contains no new commitments.
