Dear Mr. Bradley:

The purpose of this letter is to transmit the summary of a meeting with the RITSTF. The meeting was held at the U.S. Nuclear Regulatory Commission offices in Rockville, Maryland, on November 13, 2003. Progress made on the Risk Management Technical Specification initiatives, the next steps and upcoming meetings are discussed in the meeting summary (Enclosure 1).

SUMMARY

OF THE NOVEMBER 13, 2003, NRC/INDUSTRY MEETING OF THE RISK-INFORMED TECHNICAL SPECIFICATION TASK FORCE The NRC staff met with the NEI Risk-Informed Technical Specification Task Force (RITSTF) on November 13, 2003, from 8:30 a.m. to 12:15 p.m. The meeting attendees are listed in .

The agenda (Enclosure 3) consisted of discussions of the six active RITSTF initiatives. The RITSTF provided a summary of the status of the initiatives (Enclosure 4). Following is a brief description of the status of the initiatives.

Initiative 1, TS Actions End States Modifications: The staff provided comments to the CE TSTF-422 on June 23, 2003, and to the BWR TSTF-423 at the meeting on November 13, 2003 (Enclosure 5). The RITSTF provided a response to the TSTF-422 comments on November 10, 2003. The RITSTF will provide a response to the TSTF-423 comments prior to mid-January 2004. A meeting is scheduled for January 15, 2004, to discuss TSTF-422 and TSTF-423 issues. The RITSFT plan to submit the B&W Topical Report in November 2003.

Initiative 4b, Risk Informed CTs/AOTs: The NEI RITSTF provided a draft risk management guidance document and the CE single system pilot proposal, TSTF-424, on January 21, 2003.

The South Texas Project (STP) pilot proposal was received in June 2003 in support of the DG-1122 Office of Research effort on PRA quality. The NRC staff has commenced the review process for the Risk Management Technical Specifications (RMTS) Risk Management Guide, TSTF-424 and STP submittals. The staff provided: acceptance review questions regarding the RMTS Risk Management Guide (RMG) on July 15, 2003; initial impressions of the STP Pilot submittal on July 18, 2003; and, acceptance review questions regarding CE TSTF-424 on October 2, 2003. The RITSTF provided an updated version of the RMG (Enclosure 6; RMTS Guidelines) at the meeting on November 13, 2003. A meeting is scheduled on December 16, 2003, to discuss the RMTS Guidelines. On December 17, 2003, a meeting is scheduled to discuss the staffs initial impressions of the STP pilot proposal.

Initiative 5, Relocation of non-safety SRs (5a) and relocation of all SR frequency requirements (5b) out of TS: Exelon representatives from the Initiative 5b pilot plant, Limerick, presented an overview of the pilot methodology (Enclosure 7). The RITSTF provided a paper on the process utilized in the Initiative 5b methodology (Enclosure 8), and an associated process flow diagram.

The RITSTF also provided, and briefly discussed, a surveillance interval evaluation form utilized at Limerick (Enclosure 9). The Limerick representatives invited the staff to visit the pilot plant to observe the actual implementation of the methodology. The RITSTF will submit, in February 2004: the Limerick pilot license amendment request; a Methodology Document; and, the associated proposed technical specifications changes, TSTF-425.

Initiative 6, Modification of LCO 3.0.3 Actions and Completion Times: The RITSTF submitted a revised CE Topical Report on October 3, 2003. The staff will prepare a draft SE by April 30, 2004, on the revised CE Topical Report. The RITSTF plans to submit a proposed TSTF-426 after issuance of the SE.

Enclosure 1

Initiative 7, Non-TS support system impact on TS operability determinations: The RITSTF plans to submit TSTF-372, Revision 4, on snubber inoperability, in November 2003. The staff provided comments regarding TSTF-427 to the RITSTF on June 26, 2003. The RITSTF responded to the staff comments on November 7, 2003. The staff will provide feedback to the RITSTF response in January 2004.

Initiative 8a, Remove/Relocate non-safety and non-risk significant systems from TS that do not meet 4 criteria of 10 CFR 50.36: The RITSTF will interface with the NRC in the development of guidance and a methodology, based on NEI 00-04, for the application of the four criteria of 10 CFR 50.36. The RITSTF will develop a white paper on Initiative 8a, outlining the guidance and methodology for implementation. NEI noted that the priority of Initiative 8b, on rule making, may need to be increased if an appropriate methodology cannot be found for Initiative 5b, or if other problems arise.

The next NRC TSS/NEI RITSTF meeting is scheduled for February 11, 2004, at the NRC Headquarters.
