Southern California Edison (SCE) personnel met with members of the Nuclear Regulatory Commission (NRC) staff on September 27, 2003 to present the results of conceptual engineering studies and plans to satisfy the NRC's Design Basis Threat (DBT) Order for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2&3).

A discussion of the key points raised at the September 27th meeting is provided in the enclosure to this letter. The NRC staff gave every indication that the plant modifications for SONGS 2&3 can and should provide the capability necessary to satisfy the NRC's requirements associated with the DBT.

Note that the enclosure to this letter contains safeguards information as defined by 10 CFR 73.2. This transmittal letter may be decontrolled upon separation from its enclosure.
