Davis-Besse Nuclear Power Station Disposition of Reactor Vessel Head Sample Piece "A2B" Ladies and Gentlemen:
On August 13, 2003, the FirstEnergy Nuclear Operating Company (FENOC) transmitted BWX Technologies, Inc., BWXT Services, Inc. Report 1140-025-02-24, "Examination of the Reactor Vessel (RV) Head Degradation at Davis-Besse," dated June 2003, to the NRC (FENOC Serial Number 2968). This report was prepared for Framatome ANP, Inc. on behalf of FENOC, and described the laboratory examinations performed on a portion of the degraded reactor vessel head and two control rod drive mechanism (CRDM) nozzles removed from the Davis-Besse Nuclear Power Station, Unit No. 1. On October 28, 2003, FENOC received an informal request from the NRC staff to allow one of the sample pieces described in the report to be released to the Oak Ridge National Laboratory (ORNL) for further analysis to be conducted under the direction of the NRC. The specific sample piece is shown on page 100 of the BWXT report, designated as "A2B". FENOC is pleased to accommodate this request and agrees to transfer ownership of the sample piece to the NRC.
Sample piece "A2B" is currently stored at the BWXT facility in Lynchburg, Virginia. It is our understanding that the ORNL will make arrangements directly with BWXT to machine specimens from the sample piece and package and ship them from Lynchburg to the ORNL, and that the associated costs will be funded through the ORNL.
