OF PUBLIC MEETINGS TO DISCUSS THE DRAFT SUPPLEMENT 15 OF THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR THE RENEWAL OF THE V. C. SUMMER NUCLEAR STATION OPERATING LICENSE On Tuesday, August 26, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Jenkinsville, South Carolina, to discuss the staffs draft Supplemental Environmental Impact Statement (SEIS) regarding license renewal for the V. C. Summer Nuclear Station (V. C. Summer). The staff prepared the draft SEIS in response to the application submitted by South Carolina Electric and Gas (SCE&G) for renewal of the operating licenses for V. C. Summer. Afternoon and evening sessions were held to allow maximum public participation. Formal presentations were made by Steven West, Rajender Auluck, and Gregory Suber of the NRC staff, and Ted Doerr of Los Alamos National Laboratory, working under contract to the NRC. is the transcript for the afternoon meeting and Enclosure 2 is the transcript for the evening meeting. Enclosure 3 is a copy of the NRC staffs presentation slides. Enclosure 4 is the combined List of Attendees for both the afternoon and evening sessions. Enclosure 5 is the meeting agenda.

The purpose of the meetings was to provide the public with a summary of the NRC staffs findings in the draft SEIS and give them an opportunity to provide comments on the draft. The SEIS is a V. C. Summer plant-specific supplement to the "Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). Each meeting was preceded by a 1-hour "open house hosted by the NRC to allow members of the public to talk to the staff in a less formal setting.

The staff presentations in the meetings outlined the overall license renewal process, provided a description of the National Environmental Policy Act review process, summarized the results of the staffs review (as documented in the SEIS), and gave information concerning the means available to the public to submit comments. The comment period on the draft SEIS ended on October 3, 2003.
