OF MEETING TO DISCUSS BROWNS FERRY, UNITS 1, 2, AND 3 PLANNED LICENSE RENEWAL APPLICATION On September 29, 2003, representatives of TVA met with the Nuclear Regulatory Commission (NRC) staff to discuss the submittal of a license renewal application for Browns Ferry, Units 1, 2, and 3 (Browns Ferry). The renewal application is scheduled to be submitted in late December 2003 and the license renewal review will be performed during Unit 1 restart activities and extended power uprate reviews for Units 1, 2, and 3. Attendees at the meeting are listed in. TVAs presentation materials used at the meeting are contained in Enclosure 2.

The draft license renewal application has been prepared, peer reviewed by industry representatives, and is currently undergoing site review. The application addresses draft and final Interim Staff Guidance positions and TVA is updating the application based on current application reviews and the responses to requests for additional information and safety evaluation report open items. TVA is using the May 2003 standard application format with the addition of an Appendix F that will discuss the temporary differences between Unit 1 and Units 2 and 3 that will be eliminated at the completion of Unit 1 restart activities. These differences are identified in the application by a box around the text. After restart, all of the differences described in boxes should be eliminated and TVA does not anticipate any differences among the three units. However, TVA will notify the NRC staff of any changes in its implementation plans described in Appendix F.

The application will provide an evaluation of the lay-up program for Unit 1 structures and components (SCs) not being replaced as part of restart activities. Information will be included on the environments for the SCs during the extended period of Unit 1 shut down. TVA indicated that they used the same approach for evaluating aging effects for all SCs in scope, taking into account the different operating history and environments for the Unit 1 SCs not being replaced.

The NRC staff plans to use a new review process that will be implemented first for the Farley, Arkansas Unit 2, and Cook renewal applications. Lessons learned from these pilot reviews will be factored back into improvements in the process for the review of Browns Ferry and subsequent renewal applications. The new process uses onsite audit teams to review aging management programs that are consistent with the Generic Aging Lessons Learned (GALL)

Report or previously approved programs. Of the 39 aging management programs, TVA indicated that 19 are consistent with GALL with no exceptions. TVA requested that the staff integrate the schedules for the GALL audits, regional inspections, environmental site visits, with the upcoming Browns Ferry refueling outages. This will help ensure that the appropriate TVA staff will be available to support each of the activities. TVA intends to participate in the planned

2 periodic conference calls between the NRC staff and NEI discussing the lessons learned from the pilot plant reviews.

No additional meetings are planned before TVA submits the Browns Ferry renewal application in late December 2003. The NRC license renewal project manager may visit the site prior to submittal for coordination and to discuss the review schedule.
