SUMMARY

OF MEETING ON OCTOBER 21, 2003, TO DISCUSS THE LICENSEES MODIFICATIONS TO THE HIGH PRESSURE INJECTION PUMPS (TAC NO. MB9667)

On October 21, 2003, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with FirstEnergy Nuclear Operating Company (the licensee), representatives at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The meeting was also video-conferenced with NRC staff at Region III. The purpose of the meeting was to discuss the licensees modifications to the Davis-Besse high pressure injection (HPI) pumps.

The meeting was a Category 1 public meeting with an audioconference bridge available for those unable to attend in person. The meeting was noticed on October 3, 2003, with the agenda (ADAMS No. ML032760206). The licensees presentation slides were available on the NRC Web site for the meeting and were placed in ADAMS following the meeting (ADAMS No.

ML032950134). Enclosure 1 is a list of attendees.

The licensees presentation included background information on the HPI pump and the problems associated with potential debris accumulation in the pump hydrostatic bearing and a discussion of the licensees initial approach to solving the problem using a self-flushing strainer.

The licensee discussed that some of the key original assumptions they made were proved invalid during developmental testing, which resulted in their revising the strainer design. The developmental testing also resulted in the licensee deciding to remove all fibrous material from the containment, with the exception of about 1 cubic foot of pipe insulation that was irremovable. The licensee discussed their qualification testing of the strainer design and results, and their conclusion that the testing demonstrates that the HPI pumps will meet design criteria. The licensee noted that their test results are preliminary and are still undergoing final review and acceptance by management. The licensee responded to questions from the NRC staff throughout and at the conclusion of their presentation. Members of the public asked the NRC staff (1) for clarification of the licensees explanation of the debris accumulation pattern on the strainer, (2) what NRC evaluations remained to be done on the issue, (3) for clarification of the licensees interaction with the French pump manufacturer, and (4) the generic impact of soft fibrous material on other components in containment. The NRC staff expressed appreciation to

the licensee for the presentation and noted that NRC evaluation of the issue and the licensees modification to the HPI pumps has not been completed. Following the licensees final review, the NRC staff will complete its review and, pending any additional questions, make a recommendation for closure to the IMC 0350 Davis-Besse Oversight Panel.
