Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE:

Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss Plant Status and Inspector Insights Mr. Rutkowski led a discussion on an emergent issue regarding Turbine Auxiliary Feedwater (AFW) Pump 1. On Tuesday (9/23) AFW Pump 1 failed to reach full speed in 40 seconds as required in the Technical Requirements Manual. The actual times were in the range of 40 to 42 seconds. After a series of runs and adjustments to the governor, the licensee believed that they had resolved the problem and declared AFW Pump 1 operable. The licensee reran the test 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> later to address preconditioning concerns. On Wednesday (9/24) AFW Pump 1 again failed two consecutive tests by less than one second. The licensee developed a troubleshooting plan. NRC inspectors were following this issue.

Status of Final Yellow Letter (Sump) and Greater than Green Preliminary (HPI Pump)

Mr. Passehl led a discussion on the status of the final significance determination letter for the containment emergency sump and the preliminary significance determination letter for the high pressure injection pumps. Both letters were in concurrence. Mr.

Passehl was to contact Doug Coe in NRR and determine the timeliness goal for the letters.

Discuss Panel Process Plan Mr. Passehl led a discussion of the Panel Process Plan. The Panel held extensive discussion and Mr. Passehl received comments to be incorporated into the next revision of the Plan.

Discuss Punch List

Ms. Lipa led a discussion of the draft punch list that will be used to ensure that NRC activities necessary to support Davis-Besse restart activities are accomplished.

Discuss Open Allegations Mr. Phillips led a discussion on open allegations that the Panel determined are necessary to be resolved prior to restart. Mr. Phillips discussed four specific allegations and one item from an August 15, 2003, letter from the licensee that discussed information deleted from the Apparent Cause of Occurrence Section of Licensee Event Report 97-004.

Discuss Rally held in a State Park in Oak Harbor Ms. Lipa led a discussion on a "rally" held on September 20, 2003, in Oak Harbor, Ohio.

Mr. Dave Lochbaum, Nuclear Safety Engineer, Union of Concerned Scientists, sent an email to Panel members that attached a typed version of the hand-written notes used during the presentation.

NEW ACTION ITEM - Christine Lipa took action to discuss with Region III Public Affairs Officers whether to include a discussion of the September 20, 2003, rally sponsored by the Union of Concerned Scientists in the next monthly NRC newsletter.
