30 Day Response to NRC Bulletin 2002-02:
Reactor Pressure Vessel Head and Vessel Head Penetration Nozzle Inspection Programs By letter dated September 6,2002, Duke Energy Corporation (Duke) submitted the subject response to Bulletin 2002-02. Duke's submittal indicated, in part, that a number of enhancements would be pursued to improve the capability to identify symptoms of Reactor Pressure Vessel Head (RPVH) degradation. These enhancements were focused on indications of leakage and head wastage that could be detected during operation. One of these enhancements was a routine visual check of containment airborne radiation monitor filters for the presence of boric acid and iron oxide accumulations.
Oconee containment airborne radiation monitors are equipped with moving filter paper as opposed to fixed filters. Duke has evaluated the potential quantities of boric acid and/or iron oxide that could be collected on the airborne monitors' moving filter and determined that routine sampling or inspection of the moving filter paper would not provide a meaningful indication of ongoing RPVH degradation. Therefore, Duke does not intend to implement this check.
