The purpose of this letter is to provide supplemental information pursuant to the amendments proposed in Reference 1, as supplemented by Reference 2.

The information contained in this letter was requested by NRC via teleconference held on September 9, 2003 and discussed with NRC during a teleconference held September 1 5, 2003. This letter details the PPL Susquehanna (PPL) commitment to implement the OPRM system and associated Technical Specifications. PPL commits to the following:

By December 30, 2003: Issue to NRC for approval a Technical Specification Amendment that incorporates the OPRM system in the SSES Unit 1 and Unit 2 Technical Specifications. The amendment requests will not include the specification of the Period Based Algorithm (Sp) Allowable Value. The amendment requests will require the OPRM instrumentation to be within limits specified in the COLR. PPL will be prepared to implement these amendments by September 30, 2004. Therefore, NRC approval of the amendments will be requested by August 30, 2004.

Document Control Desk PLA-5675 The implementation date of September 30, 2004 has been developed based on the following considerations:

  • Framatome (PPL fuel supplier) will supply PPL the SSES specific DIVOM curves needed to determine the setpoints and arm the OPRM systems on both units at Susquehanna.
  • Framatome has methodologies capable of developing the DIVOM curves, however the methodologies require enhancement, benchmarking, validation and documentation in accordance with the Framatome Quality Assurance program requirements. Note that the plan described herein assumes that prior NRC review and approval of the methodology will not be required.

Once the methodologies are validated, fully documented and results obtained, PPL will convert the DIVOM curves to OPRM system setpoints.

  • Installation/testing/training per our plant modification process can then be performed to support the September 30, 2004 implementation.

While PPL is confident that the Framatome activities described above can be accomplished in support of the plan described above, there is the chance of unforeseen difficulties. PPL will monitor Framatome activities closely to assure results are being achieved as expected in accordance with established milestones. NRC will be kept informed should difficulties arise that could impact the implementation date of September 30, 2004, though none are expected at this time.
