SUBJECT:
CALVERT CLIFFS UNIT NOS. 1 AND 2 - PLAN AND SCHEDULE FOR IMPLEMENTATION OF STAFF POSITION ON THE STATION BLACKOUT (SBO) ISSUE (TAC NOS. MB5214 AND MB5215)
In a May 7, 2002, memo, the NRC staff articulated that the offsite power system, used to connect the plant to offsite power source, should be included within the scope of the license renewal rule. The aforementioned memo also informed the Nuclear Energy Institute and the Union of Concerned Scientists that implementation of this staff position should start with the license renewal applications currently under review, and additional guidance would be issued to implement this staff position at Calvert Cliffs, Oconee, ANO-1, and Hatch.
The NRC staff is developing a process for evaluating licensees with renewed licenses for possible backfit of issues such as SBO. Since the interim staff guidance deals with aging management issues associated with the period of extended operation, the NRC staff will ensure the licensees address the issue before entering the period of extended operation. The plan is that when the staff updates the license renewal guidance documents to include the issues such as SBO, the staff will prepare an implementation package along with the recommended schedule. The staff is scheduled to update the license renewal guidance by July 2005.
Since the resolution path of the specific TAC is stretching out for about at least another year, we are closing the current TAC and we will open a new TAC for the future work, when the staff provides the guidance on the issue.
