REQUEST FOR ADDITIONAL INFORMATION REGARDING EMERGENCY PLAN CHANGES FOR THE WASHINGTON STATE UNIVERSITY NUCLEAR RADIATION CENTER (WSUNRC) RESEARCH REACTOR (TAC NO. MC0004)

Dear Dr. Tripard:

We are continuing our review of the emergency plan changes for the WSUNRC Research Reactor submitted on June 23, 2003. During our review, questions have arisen for which we require additional information and clarification.

The Washington State University letter states that although Section 10.1 of the plan currently commits to annual training of the WSU Campus Police, WSU Fire Department and Ambulance Service, and the Memorial Hospital emergency room personnel, these groups have been trained on a rotating annual basis (each organization every three years). The changes amend the WSUNRC emergency plan to reflect this training frequency. Guidance for compliance with 10 CFR 50.54(q) and Appendix E to 10 CFR 50 is found in the American National Standard for Emergency Planning for Research Reactors (ANSI/ANS-15.16-1982), and is endorsed by Regulatory Guide 2.6, Emergency Planning for Research and Test Reactors. This guidance says that there shall be programs identified to give specified training to onsite and offsite personnel who have specific emergency assignments. Please provide clarification that the three outside groups who require periodic training will each be trained every three years, to ensure that no group is left out of the training rotation.

Please provide responses to the enclosed request for additional information within 30 days of the date of this letter. Following receipt of the additional information, we will continue our evaluation of your amendment request.
