This is regarding Exelon/Amergens submittals of 9/10/03 and 5/30/03. According to our reviewer John Honcharik, we are able to complete review of the subject amendment requests for the Exelon fleet except for Oyster Creek. I have reproduced Honchariks email to me (below), in quotation marks, for your consideration:

"I understand this seems to be causing some confusion and I would like to shed some light on the subject. This program (ISP) was developed to integrate all of the specific BWRs surveillance programs into one. This was based on some inconsistency with some of the plants surveillance capsule materials or lack there of. So when this integrated surveillance program (ISP) was developed, the program would be implemented as a license amendment, consistent with the Perry Decision (Commission Memorandum and Order CLI-96-13). Normally, when we deal with a license amendment, a plants Tech Specs are being modified and marked up pages are provided. However, most of the surveillance programs have been moved to the UFSARs.

Therefore, to be consistent with the license amendment process, the staff requested that licensees provide similar markups of their UFSARs."

"This has been the way all other ISP implementations have been conducted. All we request is that Exelon provide the same information (fluence caluculations will be completed using a method in accordance with the recommendations of RG 1.190) they submitted in their 11 other plant UFSAR changes that we have already approved."
