SUMMARY

OF MEETING HELD ON SEPTEMBER 2, 2003, REGARDING QUALITY ASSURANCE FOR THE GRAND GULF ESP APPLICATION On September 2, 2003, a meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Nuclear Potomac Company (Entergy). The purpose of this meeting was to discuss plans for the NRC staff to conduct inspections of Entergys quality assurance measures used in support of its prospective ESP application for the Grand Gulf Site. The meeting also provided Entergy an opportunity to discuss the quality assurance measures they used in preparation of their application. Meeting handouts (ADAMS Accession No. ML032471714) included: (1) meeting agenda, (2) presentation material by NRC staff, and (3) presentation material by Entergy. In addition, the staff compiled a list of meeting attendees (Attachment 1).

Entergy summarized its ESP project organization and its QA framework, discussed QA measures applied to information supporting the ESP application, and described how information was shared between Entergy and its various contractors. It was noted that Entergy had provided a copy of its Quality Assurance Project Planning Document for Entergy Nuclear Potomac Early Site Permit Project, Grand Gulf Nuclear Station Site by letter dated August 15, 2002, (Accession No. ML031540413).

The NRC staff opened the meeting and discussed its overall approach to review of QA measures for ESP applications including the ESP inspection program and staff guidance for review of ESP quality assurance controls. The staff also discussed information and documents needed to prepare for the QA inspection, which will be conducted soon after receipt of the ESP application. The NRC staff noted that it did conduct a site visit on August 1-2, 2002. The purpose of this visit was to observe activities associated with the gathering of data for demonstrating the suitability of a potential site for placement of a nuclear power plant.
