Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss NOP/NOT Test The Panel held extensive discussion on the NOP/NOT test. The Panel reviewed the preliminary analysis performed by NRR of the licensee's disposition of boric acid residue on the bottom reactor vessel head penetrations and provided comments. The Panel concluded that there is no basis to believe that the Technical Specifications regarding pressure boundary leakage are not being met and determined that the licensee had reasonable basis to proceed with transition to Mode 4 and Mode 3.

Discuss Plant Status and Inspector Insights and Emergent Issues List Mr. Phillips led a discussion on plant status and inspector insights and the emergent issues list. The Panel discussed the results of the corrective action team inspection exit and the system health readiness review exit conducted on September 9, 2003. The Panel is considering a public meeting to discuss the results of these two inspections.

Discuss/Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments. The Panel also discussed the items that need to be accomplished prior to restart, including items on the Process Plan, the Confirmatory Action Letter, the Restart Checklist, the safety culture public meeting scheduled for October 1, 2003, and others.
