Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss Plant Status and Inspector Insights and Emergent Issues List Mr. Rutkowski led a discussion on plant status and inspector insights and emergent issues. The Panel determined that the licensee's letter on the NOP test should be a new emergent issue. Mr. Grobe led a discussion of the high pressure injection (HPI) pump status, topics for upcoming public meetings, status of NRC Office of Investigations (OI) review, status of the preliminary Yellow finding related to the emergency core cooling system (ECCS) sump, status of the corrective action team inspection, status of the decay heat pit, potentially newsworthy licensee event reports (LERs), a reactor coolant pump (RCP) allegation, and the upcoming midcycle review.

Discuss SERPs/Enforcement Ms. Lipa led a discussion significance and enforcement review panel activities, including the strategy for conducting the SERP on the HPI Pump bearing issue. The Panel's goal is to conduct the SERP on August 21, 2003.

Discuss Strategy for Engaging Davis-Besse on Safety Culture Issues Mr. Grobe led a discussion on the strategy for engaging Davis-Besse on safety culture issues. The goals would be to (1) ensure that the licensee resolves issues from G.

Wright's inspection team; (2) that the individual department issues that were colored red and yellow from the latest internal safety culture survey are captured and assessed collectively; and (3) that the licensee think about their restart criteria and decide whether changes are necessary. Messrs. Grobe and Wright plan to visit Davis-Besse on August 1, 2003, to further discuss this issue.

Discuss Section B5 through B8 of Panel Process Plan Mr. Passehl led a discussion of Section B5 through B8 of Panel Process Plan and will incorporate the Panels comments.

Discuss New Allegations M. Phillips led a discussion on one new allegation that was received.

7.

Discuss Allegation RIII-2003-A-0088 M. Phillips informed the panel that NRC was planning an inspection to address this allegation and that there are no concerns with completing the inspection prior to plant restart.

Discuss Any Allegations for Which an Extension Was Requested Mr. Phillips informed that Panel that there were no allegations for which an extension was requested.

9.

Discuss Status of Confirmatory Action Letter - Quarantine Condition Closure Status Ms. Lipa informed the Panel that a revision to the Confirmatory Action Letter (CAL) is in progress to address CAL Issue 1, "Quarantine components or other material from the RPV head and CRDM nozzle penetrations that are deemed necessary to fully address the root cause of the occurrence of degradation of the leaking penetrations. Prior to implementation, plans for further inspection and data gathering to support determination of the root cause will be provided to the NRC for review and comment."

Discuss Action Items The Panel reviewed all the open Action Items and had the following comments:

Item 136 (Open) - NRR acceptance of NOP criteria and method Licensees letter providing basis for bottom head nozzles not being cracked was received.

Discuss New/Potential Licensing Issues Mr. Hopkins informed that Panel that there were no new licensing issues. Mr. Hopkins mentioned that the licensee may submit a Licensing Amendment Request (LAR) to revise the Updated Safety Analysis Report (USAR) as a result of modifying auto transfer of 13.8 kV busses to an alignment where both 13.8 kV busses are powered from a single startup transformer.

Discuss Status of Inspection Issues Mr. Grobe led a discussion of the status of inspection issues, including the normal operating pressure (NOP) test License Amendment and acceptance criteria; HPI pump modification Task interface Agreement and inspection approach; Corrective Action Team Inspection status, and an 10 CFR 50 Appendix R exemption issue.

13.

Discuss Items for Licensee Weekly Calls The Panel discussed items for the weekly calls with the licensee.

14.

Discuss/Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
