Entry into Mode 4 and Mode 3 Discussion:

The plant is expected to enter Mode 4 (280>Tavg>200) this evening and Mode 3 (Tavg*280) six hours later to establish plant conditions for conduct of the normal operating pressure (NOP) test. For the NOP test the licensee plans to pressurize the reactor coolant system to approximately normal operating pressure (2155psig) and hold for seven days and inspect the incore monitoring instrumentation nozzle penetrations on the bottom of the reactor vessel. The licensee is performing the test to check for signs of unidentified or pressure boundary leakage. During the NOP test the licensee plans to conduct other inspections and tests of various equipment in the primary and secondary systems. The three NRC resident inspectors assigned to the plant, assisted by inspectors from the Region III office, will monitor the utilitys performance during the Mode changes and NOP test with expanded shift coverage. In addition, a focused inspection is planned to be conducted by a Region III senior metallurgist to observe the test and independently review the utilitys test data and results. Following the NOP test, the plant is expected to re-enter Mode 5 to perform additional primary system inspections and tests and other work activities.
