SUMMARY

OF MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP (BWROG) REGARDING OPTION 3, LOSS-OF-COOLANT ACCIDENT/LOSS-OF-OFFSITE POWER RISK-INFORMED IMPLEMENTATION On July 24, 2003, an open meeting was held between the BWROG and the NRC staff to discuss the BWROG efforts to separate the loss-of-offsite power (LOOP) from loss-of-coolant accidents (LOCA) based on a risk-informed approach. The BWROG reiterated the logic and advantages that separating LOCA-LOOP could provide. The BWROG presentation dealt mostly with the thermal-hydraulic analyses needed in support of Option 3.

The BWROG stated analyses were needed to demonstrate success for: (1) smaller breaks, (2) large break loss-of-coolant-accidents (LBLOCA), and (3) defense-in-depth for LBLOCA with offsite power unavailable. The staff expressed concern with how the BWROG would demonstrate defense-in-depth. The BWROG noted that they expect most plants will need to revise their licensing basis calculations unless existing calculations are determined to be bounding. Exemptions will be needed. GE Nuclear Energy (GENE) will be benchmarking the MAAP code to simulate TRACG and SAFER results. MAAP will then be used for identifying the limiting cases for detailed studies. TRACG would be used to confirm the limiting cases. The use of MAAP for the preliminary work will save on time and resources. Early test cases between MAAP and TRACG have compared well. The staff felt the proposal was reasonable.

The BWROG plans to have a followup meeting in September at which time they hope to have a strawman proposal on how to implement the 10 CFR 50.46 rulemaking.

The BWROG asked the staff if we had considered further if the GENE generic probabilistic risk assessment model would be a good pilot for the DG-1122 submittal and if it did, could it qualify for a waiver. The staff did not feel it would be. Mr. Hill noted that he had indications from the last meeting that there were members of the staff that thought otherwise. The staff agreed to research this issue further prior to the next meeting.

S. Dembek The staff thanked the BWROG for the presentation and encouraged an update on developments in the next several months. The staff expressed that this would be an ambitious undertaking. This meeting was informational. No regulatory decisions were made. The BWROG was encouraged by the staffs suggestions and proposed to meet in 4 to 6 weeks.
