Pursuant to 10 CFR 26.71(d), Progress Energy Carolinas, Inc. (PEC) and Progress Energy Florida, Inc. (PEF) report the enclosed semiannal Fitness For Duty (FFD) Program performance data for the above listed plants.
The enclosed report provides FF1 Program perfrmane data for personnel subject to the requirements of 10CFR 26, for the perod January 1,2003 through June 30,2003.
This document contains no new regulatory commitment.

SUMMARY
OF MANAGEMENT ACTIONS Lessons Learned and Actions Taken
SUBJECT:
Discrepancy in Blind Sample Test Results InApril, the Licensee submitted two blind sample specimens to the secondary laboratory for testing. One specimen was positive for morphine/codeine, and one was negative. The primary laboratory had already reported results consistent with expected results. The secondary lab reported results which conflicted with the primary lab results. The investigation determined that the primary lab had reported the correct results. The secondary lab had tested the specimens properly; however, an administrative error by the certifying scientist at the results-entry stage of the process had caused the results to be reported in reverse-the positive as a negative and the negative as a positive. Additionally, the certifying scientist failed to follow laboratory procedure for re-test specimens. The secondary lab accepted responsibility and initiated appropriate corrective actions.
On April 29, 2003, the Licensee notified the NRC via telephone of the occurrence of an administrative error on a blind performance test specimen, pursuant to 10 CFR 26, Appendix A, Subpart B, Section 2.8 (e)(5). Based on discussion with the NRC, a subsequent report on the investigation was submitted on June 6, 2003 pursuant to 10 CFR 26, Appendix A, Subpart B, Section 2.8 (e)(4).
United States Nuclear Regulatory Commission PE&RAS-03-091 Page 3 of 12 EFFECTIVENESS EVALUATION Fitness For Duty Program Performance Data Random testing is required to be performed at an annual rate of at least 50% of the workforce in accordance with 10 CFR 26.24(a)(2). The current six month reporting period random testing rate was approximately 0.28%
for Progress Energy Carolinas, Inc. (PEC) Plants (Brunswick, Harris, and Robinson) and 0.27% for Progress Energy Florida, Inc. (PEF) Crystal River Plant. For PEG, there were 844 random tests conducted with an average of 3020 workers eligible for testing. For PEF, there were 221 random tests conducted with an average of 809 workers eligible for testing.
The total rate of positive test -results for this reporting period for PEC was approximately 0.8%. There wiere 17 positive results out of 2019 tests.
The positive test results comprised 11 pre-access, 2 random, 2 for-cause, and 2 other. The total rate of positive test results for this reporting period for PEF was approximately 1.4%. There were 5 positive results out of 355 tests. The positive test results comprised 3 pre-access, 0 random, 1 for-cause, and 1 other. Unescorted access for the individuals with confirmed positive tests was denied or revoked, as applicable.
For this reporting period for PEC, the positive test rate for employees was 0.3%, with 2 positive results out of 676 tests. For PEF, the positive test rate for employees was 0% with 0 positive result out of 223 tests.
For this reporting period for PEC, the positive test rate for contractors was approximately 1.1% with 15 positive results out of 1343 tests. For PEF, the positive test rate was 3.8% with 5 positive tests out of 132 tests.

The employee's access to the protected area has been terminated.
