SUMMARY
OF AUGUST 5, 2003, MEETING REGARDING THE ULTIMATE HEAT SINK FOR WATTS BAR UNIT 1 (TAC NO. MC0106)
Background
On August 5, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVAs) representatives at the NRC Headquarters in Rockville, Maryland, at TVAs request. The objective of the meeting was to discuss TVAs potential request for an amendment regarding the temperature limit for the ultimate heat sink at Watts Bar. The meeting was classified as a Category 1 meeting. Attachment 1 is a list of attendees, and is a copy of TVAs handout distributed during the meeting. TVAs agenda for the meeting is included in Attachment 2.
Discussion TVA plans to submit a Technical Specification change request which will increase the ultimate heat sink temperature limit to 88 degrees from its current limit of 85 degrees for Watts Bar Nuclear Plant, Unit 1. TVA stated that the reason for the change request was that peak river water temperatures in recent summers have approached the ultimate heat sink temperature limit in the Technical Specifications. In the presentation, TVA representatives described the ultimate heat sink temperature history and challenges and summarized the design basis for the ultimate heat sink and emergency raw cooling water system.
TVA summarized the analysis methodology and results, including the re-analysis of containment pressure and temperature, the residual heat removal system shutdown and cooldown capacity, and evaluation of other major components. TVA concluded that the effects of the proposed change had been examined in detail on equipment, components, systems, and safety analyses and the proposed change was found to be acceptable.
Conclusion The NRC staff did not make any regulatory decisions during the meeting, and will review TVAs submittal in a timely manner.
