DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION (TAC NO. MB8395)
Dear Mr. Leidich:
By application dated May 14, 2003, the FirstEnergy Nuclear Operating Company (FENOC) requested to modify the Davis-Besse Nuclear Power Station, Unit 1, Technical Specifications to allow entry into Mode 3 operation, during the current outage only, with neither high-pressure injection (HPI) pump capable of taking suction from the low-pressure injection system trains when aligned for containment sump recirculation. The HPI system would otherwise be operable.
The U.S. Nuclear Regulatory Commission (NRC) staff performed an initial review of the submittal and by letter dated July 31, 2003, requested additional information in order for the NRC staff to complete its review. FENOC responded to the NRC staffs request by letter dated August 2, 2003.
Upon review of FENOCs letter of August 2, 2003, we have a concern regarding the execution of the oath and affirmation submitted as part of the response. We informed you of our concern by telephone on August 7, 2003. As we stated during the call, while we have not made any conclusion regarding this matter, in order for us to proceed with our technical review of your requested license amendment, we request that you address this concern.
