St. Lucie Unit 2 Docket No. 50-389 NEI 97-06 Steam Generator Report This letter is provided in accordance with the industry initiative to implement Nuclear Energy Institute (NEI) 97-06, Steam Generator Program Guidelines. Specifically NEI 97-06, Section 3.1.7, Reports to NRC, requires the licensee to submit condition monitoring assessment results, including results of tube pulls and in situ testing, within 120 days after the reactor coolant system reenters hot shutdown conditions. NEI 97-06 requires the report when steam generator inspection results indicate greater than 1 % of the inspected tubes in each steam generator exceed the repair criteria.

Florida Power & Light Company (FPL) Condition Monitoring Assessment results demonstrate that all tubes meet the structural integrity and accident induced leakage performance criteria of NEI 97-06 for Cycle 13, which ended in April 2003. Further, our Operational Assessment, which is being completed in accordance with NEI 97-06, is expected to demonstrate that the performance criteria will be maintained throughout Cycle 14 operation.

Condition Monitoring work for EOC-13 did not require removal of tubes from the steam generators. Five tubes (six indications) were in situ pressure tested. All tubes passed without leakage or burst. These included two indications that exceeded EPRI screening guidance and four indications below the guidance to ensure a reasonable level of robustness.
