KEWAUNEE NUCLEAR POWER PLANT - REVIEW OF LICENSE AMENDMENT REQUEST 198 FOR A ONE-TIME EXTENSION OF CONTAINMENT INTEGRATED LEAK RATE TEST INTERVAL (TAC NO. MB9907)

Dear Mr. Coutu:

The purpose of this letter is to request your assistance relating to planning of your licensing requests submitted to the Nuclear Regulatory Commission (NRC).

The Nuclear Management Company, LLC (NMC), submitted a license amendment request dated June 20, 2003, to revise the Kewaunee Nuclear Power Plant Technical Specification (TS) surveillance requirements for the containment integrated leak rate testing (ILRT) in TS 4.4.a, Integrated Leak Rate Tests (Type A). This requested change would allow a one-time extension of the interval between ILRTs from 10 to 15 years. NMC requested a completion date by December 19, 2003. This requested completion date allows approximately 6 months for us to complete our review. The NRC has established performance goals for licensing actions to complete 96 percent in less than 1 year and 100 percent in less than 2 years.

Consistent with these performance goals, we will endeavor to complete our review of your June 20, 2003, license amendment request as expeditiously as possible. However, it is unlikely that we can complete our review by December 19, 2003.

In our previous letters to you dated August 16, 2002 (ADAMS Accession No. ML022250437),

and October 15, 2002 (ADAMS Accession No. ML022740188), we informed you that your requested schedule for NRC approval for certain other licensing actions were aggressive and not consistent with the performance goals described above. We request your assistance to ensure that your licensing requests are well planned, taking into consideration your needs as well as the NRCs performance goals.
