PILGRIM NUCLEAR POWER STATION - REQUEST FOR ADDITIONAL INFORMATION RE: JET PUMP OPERABILITY SURVEILLANCE REQUIREMENTS AND CORRECTION TO REFERENCE CITED IN TS 4.11.C.1 (TAC NO. MB7950)

Dear Mr. Kansler:

By application dated December 10, 2002, as replaced by application dated January 30, 2003, Entergy Nuclear Operations, Inc. (ENO) submitted a license amendment request for proposed changes to the Pilgrim Nuclear Power Station Technical Specification 4.6.E, associated with jet pump operability surveillance requirements.

The U.S. Nuclear Regulatory Commission staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific information requested is addressed in the enclosure to this letter and was sent to Mr. Bryan Ford, of your staff, by e-mail on June 23, 2003. During a conference call held with your staff on July 28, 2003, Mr. Ford indicated that ENO would respond to the requested information by August 8, 2003. If circumstances result in the need to revise the response date, please contact me at (301) 415-8474.

Enclosure REQUEST FOR ADDITIONAL INFORMATION PILGRIM NUCLEAR POWER STATION REQUEST FOR AMENDMENT TO THE TECHNICAL SPECIFICATIONS, JET PUMP OPERABILITY SURVEILLANCE AND CORRECTION TO REFERENCE CITED IN TS 4.11.C.1 In your application dated December 10, 2002, as replaced by application dated January 30, 2003, you reference the guidance in NUREG-1434, Standard Technical Specifications (STS) for BWR/6 in your proposed change instead of the requirements in NUREG-1433, STS for BWR/4, at several sections in the submittal. In BWR/6 plants, flow control valves are used rather than the variable pump speed for recirculation flow control. Pilgrim utilizes the variable pump speed design for flow control. Please provide an explanation of why Entergy proposes the use of the jet pump operability requirements in NUREG-1434, STS for BWR/6, rather than STS for BWR/4. Please address the impact, if any, of the difference in flow control for the pumps on your proposed changes.
