This report documents the discovery of a discharge path for air conditioning cooling water that is not covered by the National Pollution Discharge Elimination System permit.

Dear Mr. Fluke:

On May 28, 2003 we identified a discharge that is not in accordance with the discharge permit issued for the Calvert Cliffs Nuclear Power Plant site in Lusby, MD. We found that the bleed-off from the cooling towers of four air conditioning units supporting the site office buildings is discharging directly to the stormwater system rather than to a monitored discharge point.

It is estimated that for approximately 6 months a year (seasonal use), 1500 gallons per day of air conditioning cooling water bleed-off is discharged to the storm drain system and enters the Chesapeake Bay. Because of the relatively small volume and the quality of the water (drinking water with no additional chemicals added), the impact of the discharge on public health and the waters of the state is negligible.

Calvert Cliffs will either re-route the discharge of the air conditioning bleed-off to a monitored discharge point or establish the discharge from these air conditioning units as a monitoring point and outfall. An investigation to determine why the discharge was not identified will be conducted.
