MEETING MINUTES: Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE: June 20, 2003 TIME: 9:00 a.m. Central ATTENDEES:

1. Discuss/Approve Restart Checklist Item 3.b, "Operating Experience Program" for Closure.

The Panel approved closure of Restart Checklist Item 3.b, "Operating Experience Program."

2. Discuss/Approve Restart Checklist Item 3.d, "Boric Acid Corrosion Management Program" for Closure The Panel determined to leave Restart Checklist Item 3.d, "Boric Acid Corrosion Management Program," open pending further review of the licensees engineering evaluations and corrective actions.
3. Discuss Plans for NOP Test/Bottom Head Issue The Panel discussed plans for the scheduled NOP test. J. Hopkins took action to set up a call with cognizant NRR staff and the licensee to discuss NRC staff concerns.
4. Discuss Inspection Schedule Letter The Panel discussed the Davis-Besse inspection schedule letter.
5. Discuss Restart Checklist Letter The Panel discussed a draft revision of the Restart Checklist Letter, that adds 2 new items.
6. Discuss Process Plan The Panel discussed the Process Plan. Mr. Passehl took action to send out monthly with updates.
7. Discuss How to Handle Billie Garde Response to 10 CFR 2.206 Petition The Panel discussed how to handle the June 7, 2003, letter to the EDO from the law office of Clifford and Garde. The Panel determined that the response to the letter should be included as an attachment to the final Directors Decision.

NEW ACTION ITEM - B. Clayton took action to call Billie Garde on the section of the letter regarding "missed opportunities." The specific paragraph includes the statement: "Mr. Siemasko has identified at least twenty-three separate "missed opportunities" that could have prevented the propagation of G9 nozzle crack during the 14 years prior to 12 RFO in the spring of 2000." This action is due June 27.

NEW ACTION ITEM - J. Hopkins took action to contact the EDOs office to discuss the Panels decision to include the Billie Garde response to 10 CFR 2.206 Petition as an attachment to the final Directors Decision.

8. Discuss Plans for How to Evaluate the Licensees Actions on Restart Checklist Item 3.i, "Process for Ensuring Completeness and Accuracy of Required Records and Submittals to the NRC."

The Panel discussed the plans for how to evaluate the licensees actions on Restart Checklist Item 3.i, "Process for Ensuring Completeness and Accuracy of Required Records and Submittals to the NRC." The Panel agreed that an NRR Project Manager and one other inspector review this area when the licensee is ready to support an inspection in this area.

9. Discuss High Pressure Injection Pump Hydrostatic Bearing Issue and How to Move Forward The Panel discussed the issue of potential degradation of the high pressure injection pumps due to debris in the emergency sump fluid during postaccident conditions.

NEW ACTION ITEM - C. Lipa took action to draft a TIA letter to send to B. Ruland regarding whether the proposed modification that the licensee is performing to the high pressure injection pumps is sufficient to address the design deficiency.

NEW ACTION ITEM - T. Mendiola took action to coordinate with L. Gerke and ask her to call Rep. Kapturs staff regarding the June 13, 2003, letter from Chairman Diaz to Kaptur the regarding the HPI Pumps. The purpose of the call would be to update Rep. Kaptur on the recent issues with the HPI Pumps and provide information on NRC actions to review LER 2003-02.

10. Discuss What the Minimum Quorum Is for this Meeting and Wednesdays Meeting The Panel discussed the minimum quorum needed for the IMC 0350 internal Panel meetings and the teleconference on Wednesdays with the licensee. The Panel determined that either the Chairman (Grobe) or Vice-Chairman (Ruland) be present at each Wednesday call with the licensee or else cancel the call. For Panel meetings, either the Chairman (Grobe) or DRP Branch Chief (Lipa) be present and either the Vice-Chairman(Ruland) or NRR Section Chief (Mendiola) be present and either the Chairman or Vice-Chairman.
11. Discuss/Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
