SAN ONOFRE NUCLEAR GENERATING STATION PUBLIC COMMUNICATION EFFORTS

Dear Mr. Ray:

The Nuclear Regulatory Commission (NRC) recently responded to a letter in which a citizen expressed his concern about the dissemination of nuclear emergency information and public awareness issues at the San Onofre Nuclear Generating Station (SONGS).

In the letter, the author expressed his concern that the Pacific Bell telephone book was not a reliable source to disseminate nuclear emergency information to the public, due to the reasons that (1) not everyone in the area subscribes to Pacific Bell, (2) many do not receive a telephone book because of cell phone usage, and (3) some people do not retain their telephone book for future reference. In addition, he also claimed that in his own street survey of people in the San Clemente, Dana Point, and San Juan Capistrano area, results indicated that over 50 percent of the people interviewed had never heard of SONGS, and that most thought San Onofre referred to the surfing beach, not SONGS.

In our response to his concerns, the NRC staff included comments from the Federal Emergency Management Agencys (FEMAs) letter to the NRC on March 20, 2003 (enclosed),

referencing NUREG-0654/FEMA-REP-1, Revision 1, Planning Standard G, which provides guidelines for (1) information to be made available to the public on a periodic basis as to how they will be notified of an emergency and what their initial actions should be, (2) advance establishment of the principal points of contact with the news media, and (3) establishment of procedures for the coordinated dissemination of information to the public. Both FEMA and the staff noted that the citizens concern regarding public awareness, reflected in his survey, was troubling and may warrant further evaluation of public communication efforts, however, both the staff and FEMA also found that the public education and information dissemination measures currently in place at SONGS meet the guidance outlined in Planning Standard G.

Mr. H. Ray I am requesting that you consider the above information, and take appropriate action to address the concerns raised about the lack of public awareness of SONGS.
