License Amendment Request Regarding Revision of Ginna Technical Specification Sections 1.1, 3.3.6, 3.4.16, 3.6.6, 3.7.9, 5.5.10, 5.5.16, and 5.6.7 Resulting From Modification of the Control Room Emergency Air Treatment System and Change in Dose Calculation Methodology to Alternate Source Term R.E. Ginna Nuclear Power Plant Docket No 50-244

Dear Mr. Clark:

Pursuant to 10CFR50.90, Rochester Gas and Electric Corporation (RG&E) hereby requests the following amendment: Revision of Ginna Technical Specification Sections 1.1, 3.3.6, 3.4.16, 3.6.6, 3.7.9, 5.5.10, 5.5.16, and 5.6.7 and change in Dose Calculation Methodology to Alternate Source Term. The changes will reflect the new Control Room Emergency Air Treatment System (CREATS), eliminate the requirement for Containment Post Accident Charcoal Filters, and modify the Reactor Coolant Dose Equivalent 1-131 Specific Activity Limit.

RG&E concludes that the proposed amendments present no significant hazards consideration under the standards set forth in 10CFR50.92(c), and, accordingly, a finding of "no significant hazards consideration" is justified. Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment needs to be prepared in connection with the issuance of this amendment.

Approval of this amendment application is requested by May 21, 2004. Once approved, this amendment will be implemented upon completion of the installation and testing of the new Control Room Emergency Air Treatment System (CREATS).

In accordance with 10 CFR 50.91, a copy of this amendment application is being provided to the designated New York State official.

I declare under penalty of perjury under the laws of the United States of America that I am authorized by Rochester Gas and Electric Corporation to make this request and that the foregoing is true and correct.
